APPLICANT NAME: City of Pasadena
PROJECT SITE ADDRESS: City-owned Property north of Alameda Street and Foothill Boulevard,
east of Eaton Wash and Los Angeles County Flood Control Channel,
south of Eaton Wash Park along Orange Grove Boulevard.



PROJECT DESCRIPTION: The proposed project involves the construction of an approximately 65,000 square-feet, onestory “state of the art” commercial recreational Ice Rink Facility and required surface parking with approximately 143 spaces.
The Facility would contain two (2) indoor National Hockey League-sized ice rinks with about 400 and 100 seats respectively.
Other amenities include a food preparation area, offices, skate rental, locker rooms, restrooms with showers, lobby/waiting area, a small retail shop and a small eating area.
The vacant Project site is located on City-owned property within the Eaton Wash area in the northeasterly quadrant of the City of Pasadena. The site is comprised of dedicated parkland located in a fully developed residential area, just north of Alameda Street. Land uses adjacent to the site include the proposed Eaton Wash Park and Off-Leash Dog Park along Orange Grove Boulevard to the north; Southern California Edison (SCE)-owned property and single-family residential to the east; City-owned vacant property, T.M. Goodrich Power Substation, and Pasadena City College Community (PCC) Education Center along Foothill Boulevard to the south; Los Angeles County Flood Control Channel, settling basins of Eaton Wash, and single-family residential to the west. City-owned property to the north and south of the Project site and the SCE-owned property to the east have been used for the storage of boxed trees by a nursery for the past several years.

The City of Pasadena circulated an IS/MND for the proposed Ice Rink project on February 22, 2005. However, due to the availability of additional project details and comments received from interested parties, the City has revised the project’s Initial Study and Mitigation Monitoring and Reporting Program (MMRP) and is recirculating the document for public review in accordance with Section 15073.5 of the State California Environmental Quality Act (CEQA) Guidelines.

City Council approval for management agreements, Zoning Hearing Officer approval of a Conditional Use Permit (CUP) for nonresidential development of more than 25,000 square feet and
a CUP to allow a Commercial Recreation (Indoor) use in the Open Space zone.
Other approvals may be needed.
Dates for approvals will be publicly noticed when the hearing dates are determined.

ENVIRONMENTAL DETERMINATION An Initial Environmental Study recommending a Mitigated Negative Declaration has been prepared. Possible impacts identified in the Initial Study include Aesthetics, Biological Resources, Air Quality, Geology and Soils, Hazards and Hazardous Materials, Noise, Transportation and Circulation.

PUBLIC REVIEW PERIOD Comments on the Initial Study and Mitigated Negative Declaration may be received in
writing between April 5 and April 25, 2005 and orally at public hearings or meetings considering these documents. Written comments should be sent Brian M. Yanuaria, Development Division, Chambers Building, 2nd floor, 117 East Colorado Boulevard, Pasadena, CA 91105-1918. If you wish to challenge the Initial Study and Mitigated Negative Declaration in court, you may be limited to raising those issues that you or someone else raised at any public hearing or meetings where these documents were considered.

AVAILABILITY OF ENVIRONMENTAL DOCUMENTATION The draft Initial Study and Mitigated Negative
Declaration may be viewed at The Permit Center 175 North Garfield Avenue, Pasadena, California 91109,
between the hours of 8:00 AM and 5:00 PM Mondays through Thursdays and between 8:00 AM and 12:00 PM
on Fridays.
